Discussion of evaluation method of thermal performance of public buildings in hot summer and cold winter zone

Discusses some doubts raised in implementing the Design standard for energy efficiency of public buildings as be applied in hot summer and cold winter zone. Application scope of mandatory indexes about thermal performance of building envelopes in the standard is not be limited to heated and air conditioned building and heated and air conditioned area in a building. Trade off option is complex when annual heating and air conditioning energy consumption is the index. Proposes design load or annual accumulated load in place of annual energy consumption to simplify the trade off.
